MANILA, Philippines — Magdalo party-list Rep. Gary Alejano and Sen. Antonio Trillanes IV on Tuesday filed a supplemental "communication" against President Rodrigo Duterte before the International Criminal Court.
The "communication" titled "DIGONG, THE GRAVE DIGGER: A look into the Philippine President's War on Drugs" is a supplement to the "communication" submitted by lawyer Jude Josue Sabio, legal counsel of self-confessed Davao Death Squad member Edgar Matobato, in the ICC last April 24. Sabio’s supplement was titled "The Situation of Mass Murder in the Philippines, Rodrigo Duterte: Mass Murderer."

Any individual or group can send information, referred to as "communications," on alleged crimes to the ICC's Office of the Prosecutor. The prosecutor decides if the "communications" warrants an investigation.
