58 Cebu City ordinances made in 2009

CEBU, Philippines - The Cebu City Council approved 58 ordinances last year, much higher compared in 2008 where it only passed 29 measures.

However, it only passed 2,097 resolutions, a little bit lower compared in 2008 where 2,351 resolutions were passed and approved.

Most of the measures had something to do with administrative, social economic, health, sanitation, environment, peace and order, and tax measures. 

Records show that Councilor Joey Daluz has the most number of approved ordinances and resolutions with 17 and 416 respectively.

The councilor who chairs the Committee on Budget and Finance in the City Council also topped in 2008 in passing various measures.

Councilor Edwin Jagmoc, who isn’t seeking reelection this coming May polls, didn’t have a proposed ordinance last year and didn’t even co-sponsor a single measure.

 The said councilor who chairs the Committee on Public Services in the City Council, however, had 119 approved resolutions.

On the other hand, reelectionist Leah Japson had the less number of approved resolutions last year with 101, and two ordinances.

The City Council also conducted 45 regular sessions, four executive sessions, three special sessions, and one inaugural session last year.

Vice Mayor Michael Rama has expressed satisfaction of the total performance of the City Council last year, upon learning about their accomplishments.

It was learned that the members of the City Council have been given an executive function aside from being a policymaker.

Rama who is also the presiding officer said that he has no problem with the councilors during deliberations of those approved measures.

“Our City Council is deeply religious and aware of their duties and responsibilities that’s why we always have a quorum,” Rama said.

As a matter of fact, the vice mayor disclosed, they never had a single session which failed to push through for the lack of a quorum.

Rama has promised to continue their duties and responsibilities on the remaining months of their term this year as the elections draw near.

“Sige gihapon ta og serbisyo, iyawat na lang nga makapuno-puno na sa mga tawo nga makaila nato, unya dili makalimot pag-abot sa eleksyon,” Rama said.

Lawyer Jose Marie Poblete, secretary of the Sangguniang Panlungsod, is expected to make a comprehensive report in the City Council’s regular session tomorrow.

Poblete will likely inform the members of the Council about their approved measures last year and the pending ordinances as well. — Elly Bolonos/MEEV   (FREEMAN NEWS)
