The Department of Agriculture is advancing plans for the country’s first urea fertilizer plant on Semirara Island, with coal identified as the intended feedstock for conversion into urea. A $1 million Asian Development Bank grant is being sought for feasibility work, with completion targeted by 3Q26 and construction targeted by 2027. Separately, the government is also pursuing ASEAN supply talks to secure near-term fertilizer imports.

We think the initiative reflects a broader push to reduce reliance on imported fertilizer amid volatile global energy markets and ongoing supply chain disruptions. A successful project could improve supply security, reduce import dependence, and help moderate inflationary pressure from food production over time. While still early stage, the coal linkage offers some positive read-through for SCC given the project’s proposed location on Semirara Island, which hosts existing coal operations and related infrastructure.

Watch feasibility study outcomes, funding structure (whether public, private, or PPP depending on technical and financial review), environmental approvals, and global fertilizer dynamics. Near-term import agreements may address immediate supply needs, while domestic production remains the key medium-term structural lever.
Action
Listed impact is limited at this stage given early feasibility work. Over time, more stable fertilizer supply could be supportive for agri-linked and consumer names through lower input cost volatility, while SCC stands to gain optionality from its coal position and site presence if the project progresses.
