PCC flags competition risks in retail power market

The Philippine Competition Commission flagged concerns that genco-affiliated retail electricity suppliers may have better access to power through internal allocation, bilateral contracts, and spot market participation, leaving independent retailers with less favorable supply. It also noted affiliate switching within groups, and barriers such as metering delays and low consumer awareness. The review comes ahead of the 100kW threshold reduction expanding contestable customers.

In our view, this is an early-stage policy review with no immediate changes yet. Tightened rules around affiliate supply allocation may reduce the pricing advantage of integrated RES players (ACEN, AP). However, easier switching and a lower threshold should also expand participation and support demand growth. Net-net, we see some medium-term margin risk, offset by stronger long-term market expansion.

Key watchpoints include PCC policy recommendations, ERC implementation of potential reforms including switching and metering efficiency, and uptake trends among newly eligible customers after the 100kW threshold reduction in June.
Action
No near-term earnings impact as existing contracts and market structure remain intact. We remain constructive on the power sector, with limited downside risk given modest contribution of RES to overall portfolios of incumbents, though policy developments warrant monitoring as a medium-term factor for RES economics.
