NEDA backs Radio Control Law amendment

MANILA, Philippines — The National Economic and Development Authority (NEDA) plans  to recommend the inclusion of the amendment of the Radio Control Law in the government’s list of priority bills for approval.

NEDA Secretary Arsenio Balisacan told reporters, he believes the amendment of the Radio Control Law enacted in 1931, should be part of the government’s priority legislative measures.

“I want to get more data so that we can present to the Cabinet, to the President, to the LEDAC (Legislative Executive Development Advisory Council), the urgency of doing this,” he said.

This, as adopting technologies is critical to accelerating economic growth.

The management of spectrum or airwaves used to fuel broadband networks and deliver internet connectivity is anchored on the Radio Control Law.

The law was enacted at a time when wireless technology was used mainly for broadcast radio.

“So I think there should be an urgency of addressing those issues particularly spectrum access. Digitalization is the priority of the President,” Balisacan said.

He said it is necessary to make internet services accessible, efficient, and affordable.

US Agency for International Development Better Access and Connectivity project consultant Scott Minehane said in a forum yesterday that at present, the country has a patchwork of laws and executive orders applying to the regulation of spectrum, but does not provide a scheme for the regulation of radio communications in the 21st century.

He said any new law should encompass executive orders.

Key provisions of the new law could include clarity on the responsibilities of the National Telecommunications Commission in relation to spectrum; formulation of the National Radio Frequency Plan, and new licensing regime.
