MANILA, Philippines — The P210.64-million Baggao water supply joint venture project in Cagayan province has attracted one bidder.

The Public-Private Partnership (PPP) Center said only M.E. Sicat Construction Inc. submitted a bid proposal for the water project.

The PPP Center is providing support to the local government unit of Baggao in the project.

PPP Center executive director Ma. Cynthia Hernandez lauded Baggao LGU’s move to create and adopt its own Joint Venture Code to advance the municipal government’s vision “We hope that this project will serve as a model in cascading PPPs at the local level. We look forward to a successful bidding process for the attainment of the long-term visions of the LGU of Baggao to have a safe water supply,” Hernandez said.

M.E. Sicat is involved in the construction of buildings, flood control, bridges and dredging, as well as other infrastructure projects including trenchless or micro-tunneling, sewer treatment facilities, desalination plants, water distribution systems, and drainage systems.

Based on the initial evaluation, the Joint Venture-Selection Committee has determined that the company’s proposal was complete.

With a term of 25 years, the joint venture water supply project involves the design, financing, construction, testing, operation, and maintenance of a Level III water supply system to provide safe and reliable water to 24 barangays.

At present, majority of the population of Baggao are getting water through their own-built shallow wells or deep wells.

The project would be implemented through a joint venture agreement in accordance with the municipality’s joint venture code.

After the submitted eligibility documents is evaluated, the Baggao Joint Venture-Selection Committee would release the results and issue the notice of eligibility or ineligibility to the bidder.
