MANILA, Philippines — The government held a pre-bid conference for the second phase of a bulk water supply in San Pablo, Laguna under a public-private partnership (PPP).

According to the PPP Center, a notice of eligibility was issued to the consortium of PA Alvarez Property Ventures, ME Sicat Construction, CG Integra Corp., and AM Gatbonton Ventures.

A pre-bid conference is being held prior to the submission of proposals to address questions and clarifications on the issued tender documents.

The project is structured as a solicited joint venture project, following a two-stage public bidding.

The PPP project, which has an indicative cost of P197 million, includes the design, construction, drilling, and installation of production well and filtration facilities, treated water reservoir, conveyance system, metered interconnections facilities to San Pablo City Water District (SPCWD), security perimeter fencing, and the operation and maintenance of the constructed facilities for 25 years.

It will also cover the construction of a ground reservoir, installation of transmission and distribution lines and a flow measuring meter  at the delivery point to measure the treated bulk water supplied to SPCWD.

SPCWD general manager Renato Amurao said there is a need to improve the city’s water service delivery system.

“For now, we just have enough supply. We cannot say that there is water security. What we have are stop-gap measures. Hopefully, our private partner can help us deliver the best service for our constituents at an affordable price,” Amurao said.

As part of its local PPP strategy, the PPP Center works to support local implementing agencies including LGUs to implement local PPP projects.
