Cebu airport bidders to conduct on-site visit

MANILA, Philippines - The Department of Transportation and Communications (DOTC) is giving pre-qualified bidders of the P17.5-billion Mactan-Cebu International Airport new passenger terminal project the chance to conduct an on-site inspection of the country’s second largest international gateway.

DOTC Undersecretary Jose Perpetuo Lotilla said in a General Bid Bulletin 10 – 2013 laying down the guidelines for the site inspection of the Mactan-Cebu international airport.

Lotilla said the bulletin also gives pre-qualified bidders access and use of the international airport’s physical data room.

The DOTC said the objective of the site inspection is to enable the pre-qualified bidders to familiarize themselves with the site conditions of the international airport.

“This will allow the pre-qualified bidders to have a better appreciation of the requirements under instructions to bidders specifically with respect to the technical proposal requirements,” the agency added.

Likewise, DOTC said, the site inspection would provide prequalified bidders an opportunity to undertake due diligence of various information with respect to the existing facilities of the international gateway.

Pre-qualified bidders wishing to conduct an on-site inspection should write a formal request and conduct more than one inspection as long as it is conducted 10 days prior to the deadline of the submission of bid proposals.

The opening of the financial bids is scheduled on Aug. 17 and the issuance of the notice of awards is on Sept. 17.

The prequalified bidders include AAA Airport Partners led by conglomerate Ayala Corp. and Cebu-based Aboitiz Equity Ventures together with Houston airport operator ADC&HAS; Filinvest-CAI Consortium of taipan Andrew Gotianun together with Singapore’s Changi Airport; Lopez-led First Philippine Airports together with New Zealand’s Infratil Asia Limited.
