Fortun: PDAF scrapping a 'shock' but lawful

Lawyer Raymond Fortun, legal counsel for petitioner Jose Villegas asking the Supreme Court to declare the Priority Development Assistance Funds unconstitutional, admits scrapping the policy would like sending the much-needed "shock" to the system.
