MANILA, Philippines - Several former heads of the Philippine National Police graced today's turnover ceremony of the new PNP chief at Camp Crame, Quezon City.
Among those who arrived early were former PNP chiefs Arturo Lomibao, Edgardo Aglipay and Avelino Razon Jr., who has been implicated in the so-called "ghost repairs" of 28 V-150s in 2007.
Aside from former police officials, high ranking government officials and members of the diplomatic corps have come to witness the turnover rite from outgoing PNP chief Raul Bacalzo to Nicanor Bartolome.
Bacalzo is set to retire on September 15.
