Senior Citizens ID

SENIOR CITIZEN - Antolin dela Cerna - Banat

Ang National Coordinating & Monitoring Board (NCMB) sa senior citizens, nangayo og legal opinion gikan sa Department of Justice mahitungod niining paggamit og bisan unsa nga ID nga giisyu sa gobiyerno, aron makapahimulos sa mga benepisyo nga gihatag ngadto sa mga senior citizen.

Ang Rule 14, Art. 6 sa Implementing Rules & Regulations (IRR) sa balaud 9994 kon Expanded Senior Citizens Act of 2010, nagkanayon: For the availment of benefits and privileges under the Act and these rules, the senior citizen, or his/her duly authorized representative, present as proof of eligibility, a valid and original Senior Citizens’ Identification Card issued by the Head of the Office of Senior Citizens Affairs (OSCA) of the place where the senior citizen resides, and which shall be honored nationwide.”

So, ang NCMB misugyot nga kinahanglan amendahon ang RA 9994 aron maklaro nga mahimo paggamit sa ubang mga government-issued nga ID.

Apan, sa mao gihapon nga IRR sa RA 9994, Rule III, Definition of Terms, Art 5.5, giingon dinhi: Identification Document – refers to any document or proof of being a senior citizen which may be used for the availment of benefits and privileges under the Act and its Rules. It shall be any of the following:

a)Senior Citizens’ Identification Card issued by the Office of Senior Citizens Affairs (OSCA) in the city or municipality where the senior citizen resides;

b)The Philippine passport of the elderly person or senior citizen concerned; and

c)Other valid documents that establish the senior citizen or elderly person as a citizen of the Republic and at least sixty (60) years of age, which shall include but not limited to the following government-issued identification documents indicating an elderly’s birthdate or age: driver’s license, voter’s ID, SSS/GSIS ID, PRC card, postal ID.”

So, klaro nga mahimo diay paggamit og laing mga government-issued ID, gawas sa OSCA ID, aron maka-avail kita sa mga benepisyo ug mga pribilihiyo sa mga senior citizen. Sa ato pa, di kinahanglan i-amendar ang balaud 9994.

At any rate, ania kining gikan sa DoJ: “The Department of Justice recently affirmed that senior citizens could use any government-issued identification card to avail themselves of benefits and privileges pursuant to the provisions of the Expanded Senior Citizens Act of 2010.”  Sa akong bahin, nagdaladala ako og kopya sa gihisgutang provision, ipabasa sa hingtungdang  establishment nga dili modawat sa laing ID.
