MANILA, Philippines — To give people the freedom to choose the person who will make medical decisions for them, Laguna has approved the Right to Care ordinance.

Aside from Laguna, two other provinces – Cavite and Cebu – have passed similar measures, which allow people to make decisions for others in times of medical emergencies through a special power of attorney.

Quezon City was the first to pass a Right to Care ordinance, in 2023. The cities of Iloilo, Parañaque, Dasmariñas and Mandaluyong followed.
