MANILA, Philippines — Criminal complaints were filed on Monday against a man accused of killing Golden Retriever “Killua” in Camarines Sur.

Killua’s owner, Vina Rachelle Arazas and the Philippine Animal Welfare Society (PAWS) represented by executive director Anna Cabrera filed the complaints against village watchman Anthony Solares before the Naga City prosecutor’s office.

Solares was charged with violation of Republic Act 8495 or the Animal Welfare Act and RA 9482 or Anti-Rabies Law.

Solares killed Killua in Barangay Sta. Cruz in Bato on March 17, claiming that the dog was aggressive.

PAWS belied Solares’ claims, saying footage of a closed-circuit television camera showed that he was chasing the dog.

There are humane ways to deal with aggressive dogs, such as calling the city veterinarian office, the animal welfare organization said.

“There was no reason for Killua to be killed in this manner as he was not harming anyone,” PAWS said in a statement.

The complainants proceeded with the filing of charges against Solare even though examination conducted by the Bureau of Animal Industry showed that Killua tested positive for rabies.

Rights group Animal Kingdom Foundation (AKF) renewed its call for the passage of a Senate bill strengthening the Animal Welfare Act amid reports of animal cruelty.

AKF program director Heidi Caguioa said Senate Bill No. 2458 sponsored by Sen. Grace Poe would ensure the protection, welfare and support of animals.

“The heartbreaking story of Killua, the cats of Dasmariñas and cases of animal cruelty, neglect and maltreatment show us that while there is a rising awareness of the importance of animal welfare, we must remain vigilant in calling out animal welfare violators and abusers,” Caguioa said. — Marc Jayson Cayabyab
