PCG trainees summoned over colleague’s death

MANILA, Philippines — The Death Investigation Division of the National Bureau of Investigation (NBI) has issued subpoenas to the batchmates of Mori Caguay, a Philippine Coast Guard (PCG) apprentice seaman who drowned during a water search and rescue training in Cavite on Nov. 16.

Four of Caguay's fellow trainees were summoned on Friday to provide statements on the circumstances that led to his death.

They were accompanied by legal representatives from the PCG.

The NBI summoned the other trainees, who were caught on video during the incident.

The trainees said they were waiting for their turn during the training exercise when Caguay drowned.

The NBI also issued subpoenas for the medical records of Caguay.

The instructors and members of the medical team affiliated with the PCG will be asked to shed light on the incident, the NBI said.

The family of Caguay had claimed that the victim underwent initiation rites during the training.
