Bill seeks to waive gov't fees for fresh grads

MANILA, Philippines - A lawmaker seeks to exempt fresh graduates from paying government fees while looking for a job.
 
Nueva Ecija Rep. Estrellita Suansing authored House Bill 5088 or "An act providing assistance to fresh graduates by waiving government fees charges collected in connection with documentary requirements for employment".

The lawmaker noted that the proposed measure addresses the often depleted resources of a fresh graduate's family by the time of graduation due to the high costs of tertiary education.
 
"It is a simple measure that intends not only to provide relief but also to show the State's commitment to promote the interest of the youth. The waiver of fees must be taken not as a loss of revenue for the government, but as an investment in labor force, which is in its best interest to protect and promote," Suansing said.
 
The bill, which will be known as the "Fresh Graduates Pre-employment Assistance Act", provides that all government agencies including government-owned and controlled corporations and local government units shall not collect fees from fresh graduate Filipino citizens.
 
The waived fees for individuals applying for licenses, proof of identification, clearance, certificate or any document required for employment will be available a year after graduation from high school, college or any vocational or technical course.
 
To avail of the waiver provided by the measure, an individual must submit a diploma, certification or any document proving his/her graduation or completion and the course completed or degree earned.
 
The Commission on Higher Education, Civil Service Commission and the Department of Interior and Local Government will issue the rules and regulations of the said bill.
 
HB 5088 is now pending with the Committee on Labor and Employment.
