Mandaue City governmentt eyes digitalization
CEBU, Philippines — The Mandaue City government is looking into adopting a Civil Service Commission (CSC) program that seeks to digitalize employee appointment and payroll records and streamline human resource management in the local government.
The CSC Region 7 introduced the Program to Institutionalize Meritocracy and Excellence: Embedded Systems Governance (PRIME ESG) to city officials during a meeting with Mayor Thadeo “Jonkie” Ouano and other local government personnel.
The program aims to improve the efficiency of Human Resources Management Offices (HRMOs) in local government units (LGUs) by shifting key personnel-related processes to a digital system.
CSC-7 Director Noemi Rabe Torres said the initiative would help simplify administrative work and make employee records easier to access and track.
Under the proposed system, appointment documents and payroll records would be available digitally, allowing HR personnel to retrieve information more efficiently.
The system is also expected to help the city government monitor its plantilla positions, or authorized permanent positions in the local bureaucracy.
Torres said the digitalization of records would also make it easier to check employees’ leave records without having to rely on manual processes.
The system is intended to reduce the time spent handling personnel documents and improve the overall management of government employees.
For the city government, adopting the program could help organize personnel information and make essential records more accessible to the offices responsible for managing the local workforce.
Ouano welcomed the CSC’s proposal, saying the initiative could contribute to improving the city’s human resource management.
The mayor also expressed support for the program’s implementation and said the city government was willing to assist the agency in meeting the requirements needed to establish the system in Mandaue.
However, the city government has yet to announce a timeline for the program’s implementation or provide details on the specific requirements for its adoption.
The introduction of PRIME ESG comes as the CSC continues to promote systems intended to strengthen personnel administration and improve government processes through digitalization.
Among those who attended the meeting were Cebu’s 6th District Rep. Emmarie “Lolypop” Ouano-Dizon, City Councilor Atty. Joel Seno, City Administrator Atty. Gonzalo “Sally” Malig-on Jr., City Legal Officer Atty. Erwin Rommel Heyrosa, City Accountant Atty. Noel Juni, and City Budget Officer Atty. Giovanni Tianero.
Also present were Human Resources Management Office head Damaso Tumulak and other personnel from the Mandaue City government. (CEBU NEWS)
