CEBU, Philippines - Lakas-Kampi-CMD standard bearer and former defense secretary Gilbert “Gibo” Teodoro Jr. has said that local government units should be rewarded for performing well and for serving as models for other LGUs to emulate.

Speaking at a forum during his two-day trip to Bulacan, Gibo said that instead of giving dole-outs to LGUs, the national leadership should implement measures to strengthen their foundation and make them capable of being self-sustaining units as provided under the local government code.

“A rewards system for local government units that perform well should be instituted to encourage other LGUs to also become models of good governance,” Gibo said.

This “incentivizing” approach, Gibo said, could be implemented for LGUs that have proven to be efficient, for example, in solid waste management or reducing red tape in their respective localities.

In his Bulacan visit, the number of youth volunteers for Gibo grew to 18,000 as about 4,000 students signed up to be part of all-out efforts to help the presidential bet win in the May 2010 elections.

Gibo conducted a series of dialogues with students at the Polytechnic University of the Philippines (PUP) and the Bulacan State University (BSU) in Sta. Maria and followed it up with another string of open forums at the BSU Annex and the Bulacan Agricultural State College in Bustos during his two-day visit to the province.

Luke Britanico, one of the founders of the National Youth Movement for Gibo said that about 2,000 students combined signed up during the visits to PUP and BSU and another 2,000 were recruited from the BSU Annex campus and Bulacan Agricultural State College.

When asked what he could directly provide LGUs under his administration, Gibo stressed during a forum that “the presidency is not about giving dole-outs or outright patronage to our local units but strengthening their foundation as autonomous entities capable of sustaining themselves.”   (FREEMAN NEWS)
