LTFRB begins regularization process for ‘tempo’ TNV

MANILA, Philippines — The Land Transportation Franchising and Regulatory Board (LTFRB) has issued a policy governing the regularization of Transport Network Vehicle Service (TNVS) operating in Metro Manila under the so-called “tempo” status.

Tempo is known as a practice of Transport Network Companies (TNCs) of onboarding TNVS units on digital platforms without the units having obtained the requisite authority from the LTFRB.

The practice violates the regulations of the LTFRB as it provides access to TNVS units to offer transport services to commuters despite the absence of a valid authority.

Acting LTFRB Chairman Greg Pua Jr. said the application period starts today and will run for 30 calendar days.

He said applications would be processed online through the official LTFRB digital platform or any other portal designated by the agency.

Applications may be filed directly by individual TNVS operators or by accredited TNCs through their authorized representatives on behalf of eligible drivers.

To qualify for the regularization program, vehicles must undergo and pass a roadworthiness test at an LTFRB-designated Private Motor Vehicle Inspection Center.
