Laguna mayor, bise at 8 pa pinakakasuhan ng graft

MANILA, Philippines - Pinakakasuhan ng graft ni Ombudsman Conchita Carpio Morales ang Mayor, Vice-Mayor at miyembro ng Sangguniang Bayan ng Majayjay, Laguna dahil sa maanomalyang kontrata sa patubig sa bayan noong 2011.

Ang utos ay ginawa ni Morales nang makakita ng probable cause para sampahan ng paglabag sa Section 3(e) ng Republic Act No. 3019 (Anti-Graft and Corrupt Practices Act) sina Majayjay Laguna Mayor Teofilo Guera, Vice-Mayor Ana Linda Rosas, Sangguniang Bayan members Lauro Mentilla, Mauro Aragon, Juancho Andaya, Antonio Zornosa, Jr., Mauro Mercolisa, Jr., Jovanie Ann Esquillo, Bernardo de Villa at private respondent Arcadio Gapangada, Jr. ng Israel Builders and Development Corporation (IBDC).

Sinasabing ginamit ng naturang mga opisyal ang posisyon para paboran ang IBDC kahit na may kakula­ngan ito sa financial capacity at technical expertise para magpatupad ng proyekto sa bayan tulad ng construction, rehabilitation, operation at maintenance sa water works system.

Bagsak din umano sa bidding requirements tulad ng performance security at eligibility qualifications ang naturang kumpanya pero dito rin nai-award ng naturang mga lokal na opisyal ang proyekto.

“The records of the case clearly demonstrate cons­piracy on the part of all respondents. Respondent Guera entered into the bulk water contract, which was approved and ratified by respondents Rosas, Mentilla, Aragon, Andaya, Zornosa Jr., Mercolisa Jr., Esquillo and de Villa, in spite of the obvious defects and flaws attendant in its provisions and the process leading to the award of the same,” nakasaad sa resolusyon.
