Bill seeks to waive parking fees

MANILA, Philippines - A bill filed in the House of Representatives is seeking to waive parking fee in malls, hospitals, schools and other similar establishments.
 
Valenzuela City Rep. Sherwin Gatchalian authored House Bill 5099 or the "Parking Fees Regulation Act" which proposes a standard parking fee of P40 per vehicle up to eight hours and an additional P10 for every succeeding hour.
 
The bill also provides that overnight parking will cost P100 and those who will purchase at least P1,000 worth of goods and services will receive free parking, provided that parking space is used for three hours or less.
 
"Consumers, especially those in Metro Manila and urban areas, have no choice but to pay the excessive parking fees imposed by malls and other establishments even if businesses already profit from the sale of their products and services," Gatchalian said.
 
Under the bill, business establishments are to provide security in parking spaces and will be liable for loss of property or damage to customers' vehicles if they collect parking fees.
 
A penalty of one to three years imprisonment or at least P150,000 fine per overcharged customer will be given to those who will violate the provisions of the measure.
