Another Lacson man to get post

A protégé of opposition Sen. Panfilo Lacson may yet get a plum post in a projected major revamp of the Philippine National Police (PNP) that has been submitted to Malacañang for approval.

Chief Superintendent Jose Dalumpines, head of the elite Special Action Force (SAF) when Lacson was PNP chief, has been nominated as police director for Central Mindanao in place of Senior Superintendent Bartolome Baluyot.

Lacson deployed the SAF to defend Camp Crame from pro-Arroyo forces during the EDSA II revolution that toppled the Estrada administration in January 2001.

Chief Superintendent Romulo Sales, who was also identified with Lacson’s camp, was recommended to head the Intelligence Group vice Chief Superintendent Robert Delfin.

The PNP Senior Officers Placement and Promotions Board (SOPPB) has also proposed the transfer of Deputy Director Virtus Gil, chief of Directorate for Personnel and Records Management, to the Directorial Staff. Director Jose Lalisan will be Gil’s successor at the DPRM.

Also covered by the proposed revamp were Chief Superintendents Dominador Resos who would take over the Directorate for Logistics, and Manuel Raval as head of the Directorate for Research and Development.

The SOPPB has yet to decide between Chief Superintendents Edmundo Dizon Jr. and Rolando Garcia on who will head the Human Resources and Doctrine Management (HRDD).

Other candidates for reassignment were Senior Superintendent Leonardo Dionisio as chief of the Aviation Security Group, vice Chief Superintendent Marcelo Ele Jr. who will be recalled to Camp Crame.

Chief Superintendent Eduardo Matillano was being eyed as head of the Criminal Investigation and Detection Group, replacing Director Nestorio Gualberto who is scheduled to retire next month.

Senior Superintendent Claudio Cabreros was being groomed for the Civil Security Group post which will be vacated by Chief Superintendent Reynaldo Varilla.

Senior Superintendent Johnny Salvaria was being given the Directorate for Computer Service, replacing Chief Superintendent Dionisio Coloma who may get the HRDD seat.

Chief Superintendent Ruben Cabagnot, officer-in-charge of the recently dismantled Narcotics Group, has been recommended as deputy director for Logistics Support Service.

Senior Superintendent Delfin Ginio, currently deputy director for operations in Southern Tagalog region, has been nominated as Lalisan’s deputy at the DPRM, while Senior Superintendent Georgia Regalado may become head of the PNP Health Services.

Senior Superintendents Teodocio Viduya and Reynaldo Padojinog were designated deputy directors for Logistics and Directorate for Investigation and Detective Management, respectively.

Still awaiting approval by Malacañang were the appointments of a number of chief superintendents as regional directors. They were Dominador Domingo for Ilocos Region, Jose Gutierrez for Cagayan Valley, Enrique Galang for Southern Tagalog, and Director Arturo Lomibao forWestern Mindanao.

The Southern Mindanao post is still a toss-up between Chief Superintendents Jaime Lasar and Reynaldo Berroya.
