Cebu House members top performers

CEBU, Philippines — House of Representatives members from Cebu were among the best performers in Central Visayas for the first quarter of the year, based on the latest “Boses ng Bayan" assessment by the RP-Mission and Development Foundation, Inc. (RPMD).

Leading the pack are 5th district Rep. Duke Frasco, with a score of 90.5%; 3rd district Rep. Pablo John Garcia (90.3%); and Mandaue City Lone District Rep. Emmarie "Lolypop" Ouano-Dizon (90.1%).

Dr. Paul Martinez, RPMD Foundation Inc. executive director, said the survey they conducted showed that Frasco, Garcia, and Ouano-Dizon, have very high approval ratings.

In a statement sent to the office of Ouano-Dizon, he said that since these ratings are very close to each other and fall within the survey's margin of error of plus or minus 1%, she, Frasco, and Garcia are considered equally the same.

This means there is no significant difference in how much their constituents approve of them, placing them in the Top 1 position in Central Visayas.

“They are statistically tied, which means they ranked number one because their approval ratings are almost the same,” Martinez said adding that Ouano-Dizon high approval is “a strong endorsement of her political standing and indicative of her influential contributions to improving the lives of her constituents”.

“Kining maong pasidungog , this serves as a proof to our unyielding efforts sa akong paningkamot nga maserbisyohan gyud sa husto ang akong pinangga nga mga Mandauehanon,” Ouano-Dizon said, in response to the recognition.

They were followed by Lapu-Lapu City Lone District Rep. Cindi King-Chan (89.9%); Cebu 1st district Rep. Rhea Mae Gullas (89.8%); Cebu 6th Rep. Daphne Lagon (89.7%); and Cebu City south district Rep. Edu Rama (89.6%).

Martinez said these officials exemplify the highest standards of performance in the region.

Other Cebu representatives in the list are Cebu 7th district Rep. Peter John Calderon (85.6%); Cebu City north district Rep. Rachel Marguerite Del Mar (78.5%); and Cebu 4th district Rep. Janice Salimbangon (75.3%) and Cebu 2nd district Rep. Edsel Galeos (74.5%).

These results, according to RPMD, “highlight the diverse levels of engagement and effectiveness exhibited by the representatives in Central Visayas.”

“This autonomous and independent survey highlighted seven District Representatives from Cebu in the Central Visayas Region as the top performers, unanimously securing the highest rank regionally following evaluations by their constituents,” RPMD said.

Martinez said the thorough evaluation approach made for the survey “guarantees a balanced interpretation of the data, pinpointing both strengths and areas requiring focus, thus offering an in-depth assessment of each representative's dedication to their legislative responsibilities and their electorate.”

He pointed out that these scores mirror the current attitudes and expectations of the electorate within each officials’ respective districts.

“These ratings transcend mere numbers, they embody community endorsement and anticipation. Our representatives should regard this feedback with the utmost seriousness and aim for continuous improvement to meet the needs and hopes of their constituents," Martinez said.

He endorsed that these insights “serve as a stimulus for improved engagement and performance, thereby strengthening ties with the district they represent”.

RPMD conducted the survey on March 18 to 24, 2024, with 10,000 respondents in face-to-face interviews.

It said that the survey’s margin of error of +/-1% and a 95% confidence level affirms the “accuracy and dependability of the findings” on the said officials’ performance. — (FREEMAN)
