He will have nearly P30 million in such funds. The amount forms part of his P128.3 million 2007 budget, which the House appropriations committee chaired by Albay Rep. Joey Salceda approved this year.

Of the P128.3 million appropriated for De Castro, P29.4 million is for "subsidies and donations."

"Both sides did their best to hammer out a compromise and talk to hardliners to reach an agreement. There are still windows of opportunities to continue doing so."

Senate President Franklin Drilon said there are indications that Congress would not be able to pass the 2006 budget by March 31 as he had predicted earlier.

If the delay in the passage of the budget goes beyond the first quarter, Drilon and Sen. Manny Villar said it would make more sense to simply reenact the budget for the entire year.

Drilon said the government has worked on a reenacted budget several times in the past when Congress failed to pass the proposed budget at the appropriate time.

"While it is not desired, I don’t think it will cause any substantial damage to us," he said.
