Chief Supt. Edgardo C. Ingking, new police general from Bohol

 CEBU, Philippines - While the world celebrated Valentine’s Day, Gorgonio Ingking Sr and Alicia Casiguran Ingking witnessed their third child, Edgardo Casiguran Ingking conferred with the rank insignia of one-star general at the PNP Star Officers’ Lounge in Camp Crame.

PNP Chief Director General Nicanor Bartolome officiated the installation ceremony of Ingking after President Benigno Aquino III approved the promotion of the Boholano official last February 3.

With his new rank of chief superintendent (equivalent to a brigadier general in the military), Inking, in his acceptance speech, gave tribute to his parents, his wife Marlene (nee Garcia) and their sons Jed, Don and Mik.

Chief Supt. Ingking started his illustrious career, after graduating at the Philippine Military Academy in 1982, as a Philippine Navy officer. He was on sea duty on board four Navy and two Coast Guard ships for five years before being named assistant commander of PCG-Cebu Station Commander (1986-1987) and station commander of Ormoc (1987-1989).

In 1991, Ingking moved on to join the PNP as the chief of the Organization and Training Section in Camp Crame, chief of Operations and Investigation in Maritime District 7 based in Cebu (1992-1996) and then station commander of the Maritime Police Station in Bohol (1996-1998) before he was promoted regional chief of the Maritime Office-Region 7.

Ingking was reassigned to Camp Crame as assistant director for intelligence of the PNP Maritime Group before he moved back to Cebu City as deputy chief of the Regional Plans and Operations Division of the Police Region Office– 7.

During this time, he was sent on a scholarship to the Federal Law Enforcement Training Center in Georgia, USA to attend the Anti-Terrorism International Small Craft Enforcement Patrol Course.

In 2002, Ingking returned to Bohol as assistant director of the Bohol Provincial Police Office, and chief of the Tagbilaran City Police a year after, then chief of PRO-7’s Police-Community Relations Division and later as director of the Mandaue City Police Office (2004).

In 2005, he served the United Nations International Peacekeeping Mission as policy adviser to the UN Police Commission and commander of the PNP Contingent to the UN Mission in Liberia.

During his term as provincial director of the Bohol Police (2007-2009), Ingking made huge improvements and created important initiatives, such as his creation of the Tourist Police and the SWAT Team in Bohol, and in bringing the police closer to the people with this Panaghiusa Project, in addition to his advocacy against illegal gambling in his home province.

Ingking is now stationed in Camp Crame as executive officer of the Directorate for Integrated Police Operations for Eastern Mindanao.

In his 30 years of service, Ingking received numerous medals, awards and commendations including the acclaimed ‘Medalya ng Pambihirang Panglilingkod’ from the PNP Chief in 2008. 

An alumnus of Bohol National High School, Ingking has always set very high standards for himself and believed in lifelong learning hence he carried on to complete his degree in BS Marine Transportation in PMI in 1991, and Masters in Public Administration degree at Southwestern University in 2001.

As a police officer, he is known to be principled, very sharp, extremely hardworking, highly intuitive, a born leader and a good mentor to his subordinates.  (FREEMAN)
