Imbestigahan,kontrata ng MIAA

NANAWAGAN si dating National Treasurer at Kaakbay Partylist chair Leonor Briones na imbestigahan ng Se-nate Blue Ribbon Committee ang buwanang kontrata ng Manila International Airport Authority (MIAA) sa US-based engineering at systems integration company na nag-ooperate ng common-use passenger check-in systems sa NAIA Terminals 1, 2, at 3, na umano’y violation ng Procurement Law. Iginiit ng Kaakbay, na isang anti-corruption advocacy group, na ang kontrata ng ARINC sa MIAA ay nagtapos na noong Abril 13, 2012 subalit imbes na magtawag ng isang bagong bidding, ang ginawa ng MIAA ay pinahaba pa ang serbisyo nito sa monthly basis. Ang panibagong bidding ay sang-ayon sa “Daang Matuwid” na programa ni President Aquino, anang Ka-akbay. Bakit kaya binibigyan ng favorable treatment ng MIAA ang ARINC eh maliwanag naman na paso na ang kontrata nito? “We called on Transportation and Communications Secretary Joseph Emilio Abaya to step in and uphold the Procurement Law for no way can ARINC be given this favorable treatment especially with its inclusion in the World Bank’s list of 80 debarred individuals and companies under its anti-fraud and corruption policy. However, we believe the Senate should step in and conduct its own investigation on possible corruption involved for favoring ARINC, ” ani Briones.  ARINC was reportedly debarred following the company’s acknow-ledgment of a violation of the WB’s Procurement Guidelines in the WB-financed Airports Development project in Egypt.
“With the World Bank’s sanction on ARINC, the DOTC and MIAA should automatically conduct imme-diate rebidding and to disqualify outright the debarred U.S. firm in line with President Benigno S. Aquino’s anti-corruption reforms,” dagdag pa ni Briones.
Iginiit naman ni MIAA GM Angel Honrado na kaya niya itinuloy ang kontrata ng ARINC ay dahil ito ay nagpi-perform base sa contractual expectations. Ipinaliwanag pa ni Honrado na ang WBs’ debarment ng ARINC ay hindi makakaapek­to ng service contract nito sa MIAA dahil hindi naman World Bank funded ang naturang proyekto. Aside from possible violation of RA 9184, Kaakbay Partylist President Alain Pascua also cited DOTC’s Manual of Bidding Procedures, Section 2 of Unsatisfactory Performance that bar any firm due to: “inclusion in a blacklist issued by any governmental agency of the Philippines or in the Debarred and Cross-Debarred Firms and Individuals listed posted in the World Bank website (www.worldbank.org/debarr), whether as an individual contractor, partnership, corporation, or any other juridical entity, or as member of a joint venture or consortium or involvement in any corrupt, fraudulent, coercive, undesirable or restrictive practice or having conflicts of interest.”
