MANILA, Philippines — Gustong multahan ng hanggang P100,000 at ipakulong ng isang mambabatas ang mga gumagawa ng "Tagalog dub" para sa mga palabas na nasa wikang banyaga para mapahusay ang mga bata sa Ingles.

Lunes nang ihain ni Negros Occidental Rep. Francisco Benitez ang House Bill 9939 o "Prohibiting Filipino Dubbing of English-Language Motion Pictures and Television Programs, Requiring Audiovisual Production, Broadcsting, Film Distribution or Streaming Services to Provide Filipino Subtitles Therein, and for Other Purposes."

"As early as 1901, when the Philippine Commission established the rules of procedure in Philippine courts, English had been designated as an official language," paliwanag ni Benitez sa kanyang explanatory note.

"However, several case studies find varying proficiency levels among K-12 students."

 

 

Taong 2023 nang lumabas sa Social Weather Stations survey na 80% ng mga Pinoy ang nakakabasa't nakakaintindi ng Ingles, bukod pa sa pagiging ika-20 ng Maynila sa English Proficiency Index mula sa 113 bansa.

Sa kabila nito, lumabas aniya sa isang pag-aaral sa Cagayan na "high-level comprehension" lang ang marami sa mga Pinoy sa tuwing literal ang teksto.

"The study noted that the respondents 'could hardly answer questions elicited by why and how. They lack skills in giving judgment and generating ideas that are implicitly stated in the selections,'" wika pa ni Benitez.

"Another study which assessed the Enlgish proficiency of K-12 graduates in Batangas found that 'students can comprehend the interviewer's questions but have difficulty expressing their thoughts/ideas using the English language.'"

"To address this, we must enhance learning delivery to enable acquisition of English as a second language (ESL). Mass media can be a platform for learning ESL."

'Subtitles kaysa Filipino dubbing'

Kung tuluyang maisasabatas, tuluyang ipagbabawal ng Section 3 ng HB 9939 ang pagpapatong ng salitang Tagalog/Filipino sa ibabaw ng mga palabas na nasa Ingles:

Filipino dubbing of English-language motion pictures and television programs that are distributed or broadcasted in the Philippines shall be prohibited.

Sa halip, oobligaahin ng Section 4 ng panukalang batas ang mga audiovisual production, broadcasting, film distribution at streaming services na magbigay ng Filipino subtitles sa English-language nmotion pictures at television programs.

Sa kabila nito, hindi sakop ng panukala ang mga:

  • television commercials
  • television programs na ipinapalabas sa pagitan ng 1 a.m. hanggang 6 a.m.
  • television programs na sobra-sobrang mababagahe sa pinansya, bagay na pagdedesisyunan ng Movie and Television Review and Classification Board (MTRCB).

Multa at kulong

Kung sakaling maisabatas, maaaring patawan ng hindi bababa sa P50,000 hanggang P100,000 multa ang mga audiovisual production, broadcasting, film distribution at streaming services na lalabag sa mga probisyon ng HB 9939.

Bukod dito, maaari rin silang makulong nang hindi bababa sa anim na buwan ngunit hindi hihigit sa isang taon — bagay na pagdedesisyunan ng korte.

Kasalukuyang nilalapatan ng Filipino dub ang ilang "canned" TV shows, movies at animated shows sa lokal na mga himpilan ng telebisyon sa layuning mas maintindihan ng masang Pilipino.
