Why do newspapers cover the faces of young hoodlums?

SPOILING THE BRATS. A Fil-American who had work in a juvenile reformatory institution in the US, asked: “Why do newspapers here cover the faces of minors who had been convicted of crimes against society?” He said this is not so in America, or at least in many states of America. He said a criminal is a criminal regardless of age. “Oh, well,” he hastened to add, “each country has its own way of dealing with young bastards. I’m sorry.”

UNTOUCHABLE DISPATCHERS. Complaints against these pesky passengers dispatchers operating in Cebu and Mandaue cities continue to reach us through landline and mobile phones. Here in Cebu City there is an ordinance against these dispatchers but as far as The Ear knows no dispatcher has yet been penalized. A group of men in an uptown beerhouse could only laugh. One of them said: “Mga polis ray nasayod nganong wa pay dispatcher nasilotan.”
