MANILA, Philippines — Defense Secretary Gilbert Teodoro Jr. has vowed not to meddle in an issue involving the chief of the Col. Ernesto Ravina Air Base, who has been declared persona non grata by the Sangguniang Bayan of Capas in Tarlac.

The municipal council cited the supposed strict and unreasonable security policies at the air base in declaring Lt. Col. Owen Avenido unwelcome.

The council said the air base’s policies have affected and hampered various activities in the municipality including government operations and delivery of social services.

Speaking at yesterday’s Kapihan sa Manila Bay news forum, Teodoro said he would not tolerate any wrongdoing, but since there was no proof showing such, there is no reason for him to get involved in Avenido’s issue.

“If they can show proof that military rules and regulations were violated, a penalty will be imposed. The report showed the colonel did not commit any violation in the performance of her duties,” Teodoro said.

He said the PAF has defended Avenido and that he has no reason to doubt the agency’s word.

“What matters to me is whether she is a military scalawag or offender,” Teodoro said.
