MANILA, Philippines — After six years of delay, the Metro Manila Skyway Stage 3 Project-Section 2A in Pandacan, Manila will be completed by the first quarter of 2027, Public Works Secretary Vince Dizon said yesterday.

Officials said the 1.2-kilometer elevated expressway was delayed due to right-of-way issues.

“Last year, only about 60 percent had been cleared. San Miguel Corp. did not want to start unless the right-of-way reached at least 80 percent because it could delay completion and waste funds,” Dizon explained.

With right-of-way acquisitions since early last year, Dizon said 98 percent has been cleared for the project.

“Just two houses are left. We’re going to talk with Manila Mayor Isko Moreno to help us convince the remaining two informal settler families,” he said.

Transportation Secretary Giovanni Lopez said around 30,000 motor vehicles would benefit from the project.

“If we were to travel from Buendia to Port Area, this would take two hours. Once the Skyway is completed, the travel time would be reduced to 25 minutes only,” Lopez said.

Lopez said the department is studying whether trucks would be allowed to use the expressway.

“We can be sure to decongest the road below because the expressway willl be used mainly by light vehicles,” he said.
