MANILA, Philippines — All 23 barangays of Makati are each getting an additional P10-million share from the city’s basic real property tax collection following the transfer of the 10 enlisted men’s barrio or “embo” barangays to Taguig, Mayor Abby Binay said yesterday.

Citing a report of the city accounting department, Binay said it is “expected” that the exclusion of the 10 “embo” barangays resulted in bigger allocations for the remaining 23 barangays from the city’s basic real property tax collections, which recorded an increase of 17 percent, and the National Tax Allotment (NTA).

She said the Department of Budget and Management (DBM) confirmed an average increase of 6.20 percent in their final NTA allocations this year.

“I am exhorting all barangay leaders in the city to ensure that these added resources will be optimized for innovative, high-impact programs and services aligned with Makati’s vision of an inclusive, sustainable and resilient future,” Binay said.

She noted that in 2023, the 10 “embo” barangays had contributed only one percent of the city’s total real property tax collection, with 99 percent generated by the remaining 23 barangays.

According to the Local Government Code, 70 percent of the proceeds from the basic real property tax collections shall accrue to the general fund of the city, while 30 percent shall be distributed among the component barangays of the city where the property is located.

Binay had touted how the city breached its 2023 revenue target by 39 percent, reaching over P24 billion by Dec. 31.

The bulk of the income came from business taxes with Makati receiving over P112.5 billion. The city received real property taxes of over P8.7 billion.
