MANILA, Philippines — The Bureau of Customs (BOC) is moving to expedite the release of balikbayan packages that were not delivered to their intended recipients.

The BOC and the Manila International Container Port (MICP) have distributed unpaid and abandoned balikbayan boxes in 19 abandoned containers.

This comes after local deconsolidators such as CMG International Movers and Cargo Services, FBV Forwarder and Logistics Inc. and Cargoflex Haulers Corp. failed to deliver them to the recipients, who are families of overseas Filipino workers (OFWs).

Their consolidators – Win Balikbayan Cargo LLC and Island Kabayan Express Cargo LLC – are all located in the United Arab Emirates.

BOC Commissioner Yogi Filemon Ruiz said the consolidators have agreed to deliver the packages to the consignees’ addresses in the Philippines.

However, no payment was made to local deconsolidators, resulting in the non-settlement of duties, taxes and other charges due to the BOC.

To address the issue, the BOC finalized measures to immediately distribute abandoned boxes with the help of various groups and agencies.

Currently, seven containers of balikbayan boxes consigned to CMG have been distributed. Three more containers are stationed in Sta. Ana, Manila and 16 more in Balagtas in Bulacan are ready for release.

The BOC said authorized recipients should present the original copy of the bill of lading or invoice or any proof of shipping and government-issued identification cards.

The BOC is reminding OFWs to exercise due diligence in verifying the legitimacy of consolidators and deconsolidators when sending balikbayan boxes to avoid being victimized by unscrupulous businessmen.

The BOC is also coordinating with the Departments of Migrant Workers and of Trade and Industry-Fair Trade Enforcement Bureau to stop similar activities.
