Councilor Gullas urges Soc to donate property

CEBU, Philippines - Talisay City Councilor Eduardo R. Gullas III has asked Mayor Socrates Fernandez to donate a city owned-lot in Bulacao to the barangay.

In a resolution No. 2013-22-3, Gullas said it is necessary and proper that the lot be turned over to barangay Bulacao to enable its officials to decide on their own on how to use and utilize the property.

The city is the owner of lot no. 3632-A located at barangay Bulacao, with an area of 3,688 square meters more or less.

“The principal reason for the acquisition of the lot by the city is that it was intended for the use and benefit of the residents of barangay Bulacao,” Gullas said.

RA 7160, otherwise known as the Local Government Code of 1991, states that every local government unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare.
