Driver in fatal pedestrian crash tests positive for alcohol

CEBU, Philippines — The Land Transportation Office (LTO) Region 7 has issued a show-cause order against a driver who allegedly violated the Anti-Drunk and Drugged Driving Act after hitting and killing a pedestrian and damaging several properties in Cebu City.

The incident occurred along General Maxilom Avenue near Horizon 101 in the early hours of September 21, 2026.

LTO-7 Regional Director Wendel Dinglasan ordered the issuance of the order after the driver, previously identified in a story in this newspaper as Ralph Anthony Peggy Go, 25, tested positive in an Alcohol Breath Analyzer test.

Go is currently detained in connection with the incident and faces proceedings for an alleged violation of Republic Act No. 10586, or the Anti-Drunk and Drugged Driving Act of 2013.

The LTO-7 directed the driver to submit a sworn comment or explanation addressing the allegations and to show cause why he should not be held liable under existing laws and regulations.

Pending the administrative investigation, Go’s license has been placed under preventive suspension, while an alarm has been issued against the vehicle involved in the incident.

Meanwhile, the Cebu City Police Office has requested the revocation of Go’s license in connection with the case filed against him.

“Driving under the influence of alcohol puts the lives and safety of passengers and fellow motorists at risk. As drivers, we carry a great responsibility every time we take the wheel. If you drink, do not drive. Let us prioritize everyone’s safety and life,” Dinglasan said. -  BRP (CEBU NEWS)
