Charter Day incentives await city government workers

Kristin De Dios - The Freeman

CEBU, Philippines — Mandaue City government employees can expect additional financial incentives and salary adjustments as part of the city’s Charter Day celebration this month. These include a proposed honorarium for job order (JO) workers and other non-regular personnel.

The proposed measures were approved on first reading by the City Council.

Councilor Joel Seno, chairman of the Committee on Budget and Finance, said the city is proposing an honorarium for JO employees equivalent to an additional P115 per day for two months, covering July 1 to August 31, 2026.

The incentive will only apply to JO employees who remain employed by the city until August 31, 2026.

The city government has around 4,000 JO employees.

Clean and Green workers and Barangay Health Workers (BHWs) are also set to receive an additional P1,200 per month for two months, or P2,400 in total, from July 1 to August 31.

Seno said the city government is extending the additional benefits as part of its Charter Day incentives for employees.

Regular employees, meanwhile, are set to receive the third tranche of the updated salary schedule for local government personnel pursuant to Executive Order No. 64, s. 2024, in line with Department of Budget and Management (DBM) Local Budget Circular No. 172 dated July 16, 2026.

He said the city is drafting the ordinance necessary to implement the salary adjustment locally, although the increase itself is a national mandate.

“Gipa-allocate na na sa mayor (Thadeo Jovito Ouano) daan for this year’s implementation,” Seno said.

According to Seno, the city has already earmarked funds for the implementation, with the salary adjustment set to take effect starting August 2, 2026, and continuing thereafter.

“Mao ni ang angay atngan in line with the Charter Day activities,” he said.
