Barangay execs told: Watch out for public nuisance
CEBU, Philippines — The Cebu City Council has requested all the barangay captains in the city to inspect all structures within their jurisdictions that may be considered public nuisance and endangered the lives and limbs of their constituents.
In a resolution sponsored by Councilor Raul Alcoseba, the City Council has urged all the barangays to report to the City Disaster Risk Reduction and Management Office (CDRRMO) or Office of the Building Official (OBO) any structure that poses public danger for appropriate action.
“This representation observed two abandoned buildings just across the side of the University of Visayas (UV) at D. Jakosalem Street, Cebu City, where the facade of the said buildings are apparently dilapidated and may be considered as a nuisance which may endanger the safety of pedestrians and commuters using the said area,” said Alcoseba.
With this observation, the councilor requested the CDRRMO and OBO to assess and make timely and necessary precaution considering the current state of these buildings.
Alcoseba said the said abandoned buildings may be considered nuisance as defined under Article 694 of the New Civil Code (NCC) of the Philippines.
Nuisance is “any act, omission, establishment, business, condition of property or anything else which: (1) injures or endangers the health or safety of others.”
“Cebu City residents should be protected from any unfortunate incidents which may be caused by the apparent unsafe condition of a property particularly abandoned buildings within the City of Cebu,” said Alcoseba. — FPL (FREEMAN)
