Non-residents off limits to Aloguinsan for 3 days

CEBU, Philippines — Non-residents will not be allowed to enter the southwestern town of Aloguinsan, Cebu from October 23 to October 25 as part of their protocols for the upcoming town fiesta.

Mayor Cesare Ignatius Moreno, on Thurday, October 15, 2020, issued Executive No. 21 establishing the guidelines and protocols to be observed during the fiesta celebration.

"It is expected that people from other towns and cities will congregate on the upcoming traditional celebration of the Municipality of Aloguinsan for its Town Fiesta in honour of St. Raphael the Archangel on the 23rd and 24th of October of this year. Thus, this LGU needs to observe compliance on the foregoing issuances in order not to put at stake the welfare and health of the Aloguinsanons," read Moreno’s EO.

The EO also cited the need to promulgate guidelines and policies to be observed during the celebration to minimize the congregation of people in the town especially in public places, which will lessen the potential spreading of Covid-19 and allow the residents to have an order and safe celebration with their immediate families in their homes.

With that, the municipality will have a three-day policy of limited movement of persons, including its restriction for non-residents to enter the premises in relation to the upcoming celebration.

However, all Aloguinsanons who are currently working, living, or studying in other places who plan to visit the municipality on the said dates, must secure an 'Aloguinsanon visitor's pass' from the LGU. This will be presented to the quarantine control points upon entry.

Priests who will be co-celebrating the Pontifical Mass will be allowed to enter provided they can submit a municipal certificate from their place of origin.

Locally stranded individuals (LSIs) and returning overseas Filipino workers (OFWs) who are scheduled for pick-ups on the same date are also exempted.

Authorized persons outside of residence (APOR) including health workers, frontliners, government officials are exempted provided proper identification is presented and validated upon entry.

All vehicles passing in quarantine control points in Barangays Bonbon, Kawasan, and Zaragosa will be strictly monitored 24-hours by PNP, LGU, and DRRMO personnel.

Private motor vehicle drivers who will merely pass along the town's national highways are required to fill up a control slip form upon their entry. They will be given a control number which they will present and turn over to the next quarantine control point upon their exit. Delivery of essential goods shall remain unhampered.

Only vendors who are residents of the town are allowed to operate and sell on the above mentioned dates. However, they are required to secure first a medical clearance from the municipal health office. — FPL (FREEMAN)
