19 PNP officials sibak sa rubber boat scam!

MANILA, Philippines – Pinasibak sa serbisyo ng tanggapan ng Ombudsman ang 19 na opis­yal ng Philippine National Police (PNP) matapos mapatunayang guilty sa maano­malyang pagbili ng police coastal crafts (PCCs) na may halagang P4.54 mil­yon noong 2009.

Ang rubber boats ay sinasabing binili nang walang public bidding at kahit may depekto ay sinertipikahan na pumasa ito sa acceptance criteria.

Pinasisibak sa serbisyo dahil sa kasong Grave Misconduct sina P/SSupt. Asher Dolina, P/SSupt. Ferdinand Yuzon, P/SSupt. Cornelio Salinas, P/SSupt Thomas Abellar, P/SSupt. Nepomuceno Magno Corpus, Jr., P/SSupt. Rico Payonga, P/CSupt. Reynaldo Rafal, P/CSupt. Rizaldo Tungala, Jr., P/SSupt. Alex Sarmiento, PSSupt. Aleto Jeremy Mirasol, P/Supt. Michael Amor Filart, PO3 Avensuel Dy, P/Supt. Job Marasigan, P/Supt. Leodegario Visaya, P/CInsp. Juanito Estrebor at P/CInsp. Renelfa Saculles.

Sibak din sina P/Supt. Henry Duque at PNP Accounting Division Chief Antonio Retrato dahil sa Grave Misconduct at Gross Neglect of Duty habang si P/CSupt. George Piano at COA Auditor for the PNP Jaime Sañares ay dinismis sa Gross Neglect of Duty.

Bukod sa tanggal sa serbisyo, hindi na rin sila pinapayagan na magtrabaho sa gobyerno, walang retirement benefits at kinansela ang civil service eligibility.

Inutos din ni Ombudsman Conchita Carpio Morales ang pagsasampa ng samut-saring paglabag sa Republic Act No. 3019 (Anti-Graft and Corrupt Practices Act) laban kina P/CSupt. Villamor Bumanglag, kabilang sina Piano, Dolina, Yuzon, Salinas, Corpus, Jr., Abellar, Payonga, Duque, Retrato, Marasigan, Visaya, Estrebor, Saculles, Dy, Rafal, Tungala, Jr., Sarmiento, Mirasol, Sañares, Filart, at Roselle Ferrer gayundin si Pacita Umali ng Four Petals Trading (FPT), supplier ng mga rubber boats.

Dagdag na kasong  Falsification of Public Documents ang inutos kina Piano at Duque.

Sa record, noong 2009, ang PNP National Headquarters ay nagpalabas ng resolusyon para sa pagbili ng watercrafts kasama na ang 20 PCCs na may P5 milyong budget.

Si Bumanglag, da­ting director ng Maritime Group ay humiling na taasan ang unit price mula P250,000 para gawing P312,000 na nagresulta ng pagbaba ng bilang ng units na hanggang 16 PCCs lamang.

Nang maideliver ang rubber boats at nainspeksiyon noong March 22, 2010, nakitang mayroon itong depekto tulad ng kakulangan sa water temperature gauges, fuel gauges, engine oil pressure gauges at speedometers gayundin ang makina ay hindi gumagana, walang rudder posts, damaged outrigger; walang ampere gauge, canvass, hole back portion ng starboard side, alternator at stacked-up transmission at walang heater plug pero tinanggap ng PNP na walang nagreklamo.

Bunga nito, ibat ibang paglabag ang nagawa ng naturang mga akusado tulad ng undated at unnumbered procurement documents at ang supplier ay hindi technically, legally at financial capable na magsuplay ng rubber boats. Ang kumpanya ay nasa bahay lamang at walang company website at ang FPT ay hindi kilala bilang coastal craft-building industry.
