The Galicano Brothers of Carcar, Cebu

Carcar produced siblings that brought national glory to the town, these are the Galicano Brothers.

 

Spouses Guillermo Canando Galicano of Bohol and Luzanta Alcoseba Dayagro of Carcar, Cebu, had two boys, one was Jose and the other was Troadio.

Jose was born in Carcar on December 22, 1887 and studied at the Colegio de San Carlos and Liceo de Manila. He was elected councilor of Carcar, Cebu. He wrote books, poems, and songs, foremost of which is the song “Sa Kabukiran” popularized by Susan Fuentes (whose real name was Susan Toyugon of Butuan City). The lyricist of the song was Jose while the melody was composed by Manuel Velez (a street in Barangay. Guadalupe, Cebu City, is named after him).

Jose was the editor of “El Democrata,” he also edited Don Vicente Rama’s “Bag-ong Kusog” (Don Vicente was appointed by the Japanese as mayor of Carcar during World War II). Jose also wrote the plays “Loling Bihag” in 1909 and “Si Rizal” in 1927. He used the pen name Peping Mauki. Jose, the great Carcaranon writer, died on November 1, 1947.

The elder of the Galicano siblings was Troadio who was born on December 28, 1870. He became a general in the revolution against Spain and the Americans from 1898 to 1901. After the revolution he studied Law and was admitted to the Bar on April 9, 1906. Thereafter he was elected as the pioneer congressman of the old 5th District of Cebu, this was from 1906 to 1912.

In 1925, Troadio established residence in Bohol and ran as senator of what was then called the 11th Senatorial District. It was composed of the provinces of Bohol, Misamis, and Surigao. From 1916 to 1935 our senators were elected by districts, until the 1935 Constitution was amended in 1938 changing the mode of election of senators from districts to being elected at large, meaning the whole electorate votes for them nationwide.

On October 14, 1963 the Cebu City Council enacted City Ordinance No. 641 naming a street in his honor within the Espina Subdivision starting at the B. Rodriguez Street. Unfortunately up to now, the City Council failed to implement the street naming (the other streets unimplemented in the same ordinance are Felicidad Climaco and Col. James Cushing). The Cebu City Council, the Cultural Historical Affairs Commission, and the Cultural Historical Affairs Office are encouraged to find alternative streets to be named after these personalities. Among them should be Senator Troadio Dayagro Galicano, this should serve as a reminder that in the past a Carcaron became a member of the August Chamber of the Philippine Senate.
