City Hall evaluation for rightsizing ends

CEBU, Philippines — The evaluation of Cebu City Hall employees for the implementation of the “rightsizing” program has wrapped up and “massive regularization” will now commence.

“It is already done, karon formalities na lang,” said Cebu City Administrator Collin Rosell in an interview with reporters yesterday.

According to Rossell, the evaluation is only phase 1 of the implementation of the administration’s rightsizing program, intended to trim the number of employees from 10,000 to 3,000 by 2025.

Also during the flag-raising ceremony yesterday, Cebu City Mayor Michael Rama announced that effective this March 1, he will be making a “major City Hall movement.” According to him, he already directed Rosell and the Human Resource Department Office (HRDO) to prepare the necessary documents for his signature.

Rama added that his only requirement is to not give him a reason that the employee’s appointment will no longer be renewed. He further said that it is a continuous movement toward digitalization and the vision of being a “smart city.”

As it is being emphasized that the rightsizing program is a continuous process, Rosell also assured that there will be no employee left behind.

“Wala g’yuy mahabilin, walay dili maatiman including ang katong mga tawo nga maapektaran,” said Rosell.

Currently, this is being handled by the HRDO led by its head, Henry Tumalabcad, to make sure that all “appointments” will be done and will be endorsed for their next direction.

“And kung kinsa ang mo-take care nila. Ang tanang department naa silay mga kaugalingong tig-atiman mas dali ra g’yud na maatiman ang mga tawo,” said Rosell.

Rosell also assured that the city government had already laid down several opportunities for the affected employees. He added they need to move forward and that the key is to focus on becoming an efficient government.

When asked when the employees will know of their fate, Rosell said that it will be anytime soon and even added that he expected that the announcement would be done last Sunday.

“Just like the mayor is saying all the time na dugay naman gud na siya, even before it started klaro man na siya sa atong rightsizing,” he said.

Currently, they are now waiting for the final report from the HRDO. Rosell said they have been directed by Rama to commence a “massive regularization” of those employees who passed the evaluation.

According to Rosell, this is part of the modification and approach that they will be proposing to the mayor.

In this approach, those casual employees who qualified during the evaluation may apply for regularization. Aside from this, the organizational structure will also be revisited and revised as well as the staffing pattern.

“Kay basin ‘nyag gamay ra kay dugay na raba kaayo wa ma-adjust, ‘nya basin ang mga department sad wa na nagkadimao kay ang organizational structure maguwang pa nato,” said Rosell.

With this approach, Rosell said the employees who will be retained shall be pushed to work hard for their regularization which is also envisioned to lead to efficient public service. (CEBU NEWS)
