Mag-Cha-cha gyud diay (tingali)

Dako ang kahigayonan nga mahinayon gayud ang paghimo’g kausaban sa atong Konstitusyon. (Cha-cha). Apan, as far as the Senate is concerned, ang mga economic provisions ra ang mahimong usbon, o i-amend, kini sumala ni Senate President Vicente Sotto III.

Sa ato pa, walay mga political amendments. Mahimo usab kono nga ilang i-address ang concern ni Presidente Duterte ang mahintungod sa Party-list System Act (RA 7941).

Alang nako ang party-list system wala makaalagad sa mga sector nga angay alagaran. Gihimo na lang kining dangpanan sa mga politico nga nangapilde sa nangaging regular election, o niadtong adunay mga hidden agenda pag-advance sa ilang mga katuyoan. Actually, dalaygon kaayo ang katuyoan sa Party-list System Act .

Ania: “The State shall promote proportional representation in the election of representatives to the House of Representatives through a party-list system of registered national, regional and sectoral parties or organizations or coalitions thereof, which will enable Filipino citizens belonging to the marginalized and underrepresented sectors, organizations and parties, and who lack well-defined political constituencies but who could contribute to the formulation and enactment of appropriate legislation that will benefit the nation as a whole, to become members of the House of Representatives.”

Nindot kaayo, di ba? Apan, mao ba kini ang nahitabo karon? Ikaw, usa ka mag-uuma o mangingisda, usa ka senior citizen, usa ka tricycle driver, usa ka security guard, usa ka yanong trabahanti, ug kamong na-belong sa gitawag nga marginalized o underrepresented sector, naalagaran ba kamo sa inyong mga party-list representatives?

Gidudahan man gani nga ang party-list system gihimong sakayan ug kasangkapan sa mga communist-leaning nga mga representante. Ang balaudnon nga i-file ni Sotto, maglatid sa mga qualification sa buot  magpapili pinaagi sa party-list system. Apan, alang nako maayo gyud nga i-abolish.

Kinahanglanon ba ang Constituent Assembly (ConAss) paghimog mga amendment sa Konstitusyon? Ni Sotto, pa: “An attractive option in Charter change, according to, is to do it through the usual legislative route or like passing a bill – something that was nearly achieved during the 16th Congress. Convening a constituent assembly, the senator warned, could open up the Constitution to wholesale revision.”

Nahadlok si Sotto nga kon mag-Constituent Assembly man, adunay posibilidad nga maghimo’g wholesale nga mga amendment, o total overhaul sa Batakang Balaud. “If we want to tinker with the Constitution, we had better make sure our rules and procedures are sharpened. “Whatever it is, they have to do it in plenary; otherwise, that is not the Congress proper.”

Atong kutluon kinig gikansa Philippine Star: ‘ Iloilo Rep. Lorenz Defensor, who sits as vice chairman of the House committee on constitutional amendments, declared at yesterday’s hearing as he and panel chairman Ako Bicol party-list Rep. Alfredo Garbin Jr. said they are now convened as a constituent assembly.”

So, nag-constituent assembly na diay sila. Matud pa: “The Senate can proceed with their own rules. We will vote separately from the Senate. We can sit separately and vote separately.”  Unsa kahay sangputanan niining panaglahi sa opinion sa Senado ug sa Ubos Balay Balauranan bahin sa Cha-cha, niining panahon sa pandemic?
