COA questions ARMM-DOH travel, training expenses

MANILA, Philippines – The Commission on Audit (COA) has expressed concern over the “excessive” travel and training expenses of the Department of Health (DOH) in the Autonomous Region in Muslim Mindanao (ARMM).

In a report released yesterday, state auditors said the agency spent P15.877 million for its seminars in 2014.

Records show P14.425 million was spent for travel and P1.452 million for the cost of the trainings. 

“It has been observed that trainings and seminars were conducted mostly outside of the areas of the ARMM,” the COA report stated.

“Such funds could have been saved and used for priority projects,” it added. 

State auditors said the holding of seminars outside the ARMM was in violation of Presidential Decree 1445, or the Government Auditing Code, “which frowns at irregular, unnecessary, excessive or extravagant expenditures or uses of government funds or property.” 

Future seminars and training of the DOH-ARMM should consider the austerity measures of the government, the COA report said.
