For rejecting leave request, Cebu jail guard kills warden

TOLEDO CITY, Cebu, Philippines – For refusing to approve his request for a leave of absence, a jail guard here shot dead his warden last Friday afternoon. 

Jail Inspector Anaclito Dusaran, 31, died from gunshot wounds in the head and legs when JO3 Donald Ramas, 42, shot him with a 9-mm Taurus pistol outside his office at the Toledo City Jail in Barangay Landahan past 1 p.m. Friday.

The city jail’s administrative clerk, JO2 Maria Milamid Abella, 34, was hit in the back and right breast and was in critical condition.

Dusaran did not reach the Toledo City Hospital alive, while Abella was rushed to the South General Hospital in Naga City.

Both victims, according to police reports, were shot point-blank.

SPO3 Praxilo Albiso, investigator of the case, said Dusaran was sitting on a wooden bench together with Abella when Ramas arrived and, without any word, shot them.

Last Thursday morning, Albiso said Ramas asked permission to file a leave of absence so he could process documents for his schooling, but Dusaran refused and even reportedly reprimanded him. Ramas then left without any word.

“The warden would seem to have a problem looking for a replacement if Ramas would take a leave of absence,” Albiso told The Freeman in a phone interview.

On Friday afternoon, Ramas returned to the jail and shot Dusaran in both legs. Dusaran tried to run but was again shot, this time, in the head. Ramas then reportedly turned his gun on Abella and shot her twice.

JO1 Raymond Olid, who witnessed the incident, could not react when Ramas pointed his gun at him.

Ramas then left on board a motorcycle to surrender at the Toledo police station, where he turned over his pistol and three magazines loaded with bullets.

SPO4 Carmelito Hornales, the desk officer, said Ramas surrendered at 1:42 p.m. Friday, telling him that he shot his officer.

“I was surprised because he surrendered calmly,” Hornales said.

The Freeman called up the police station to get a statement from Ramas but he refused to be interviewed.

Superintendent Efren Nemenio, regional director of the Bureau of Jail Management and Penology, said they were still investigating the incident and would file appropriate charges against Ramas.       – Freeman News Service
