Cebu City’s ELA anchors on youth’s future

CEBU, Philippines - The Executive-Legislative Agenda (ELA) of the present administration of the Cebu City government is anchored on assuring the future of the youth.

This was emphasized yesterday by Mayor Michael Rama at the start of the two-day strategic planning on ELA saying that the mission of the Executive Department is to bring back the youth and children to trust government.

“We’ll think to draw a master plan on ELA to put our minds and hearts and place it as a bible for the children to abide, at least there’s a heritage or legacy because true legacy is measured by succession,” Rama said.

Cebu City Sangguniang Kabataan Federation President, John Philip Po, said that he will help out in creating better programs and legislations for the youth considering that the leaders are already making good programs and legislations.

“It is ideal because the ELA is for the future progress and development of the city and the one highly affected are the ones who will be living in the city in the future and that would be us, the youth,” said Po in a text message to The Freeman.

Po said that the state of local development that was discussed yesterday will be part of the basis on how the legislative department will craft programs and legislations within three years.

During the orientation, ELA in 2010 was also presented as basis for continuation for this year with some emphasis on performance of the barangays, Gubat sa Basura program and the four awards from the Department of Interior and Local Government (DILG).

The awards were based on the achievements of the City prior to the first term of Rama like in social administrative, economic and governance.

Rama said that all divisions received award while legislative received low rate from DILG.

“Ang gi-present sa legislative karon kay investment and environmental codes and legislations, so nindot kay kung matrabaho tanan sa council including ang comprehensive plan, zoning ordinance if ma address ni, I think they will get a better score,” said Rama.

 â€œOkay man ang orientation at least we come up with dual approach in terms sa programs and legislations nga mag-tandem sa Executive,” Councilor Nida Cabrera said.

Cabrera has rated the achievements of the City government to 90 percent based on 2010 ELA. (FREEMAN)
