MANILA, Philippines — Muling magpupulong ang Pilipinas at Tsina para sa oil and gas development sa gitna ng tensyon sa dalawang bansa ukol sa teritoryo't karapatan sa West Philippine Sea, ayon sa Department of Foreign Affairs ngayong Martes.

Ibinahagi ito DFA kaugnay ng joint statement na inilabas kasabay ng pagtulak noon ni Pangulong Ferdinand Marcos Jr. sa East Asian country nitong Enero lang.

"In light of the Joint Statement issued during the President’s state visit to Beijing last January 5, on the agreement 'to resume discussions on oil and gas development at an early date' the Philippines and China will meet for preparatory talks in Beijing sometime in May," sabi ng kagawaran.

"The meeting will discuss parameters and terms of reference."

Taong 2022 lang nang sabihin ni Foreign Affairs Secretary Enrique Manalo na kinakailangang sumang-ayon sa Saligang Batas ang anumang usapan ng joint oil and gas exploration sa West Philippine Sea — kung saan Maynila ang may soberanyang karapatan ayon sa 2016 decision ng Permanent Court of Arbitration.

Ang West Philippine Sea ay nasa loob ng "exclusive economic zone" ng Pilipinas alinsunod sa UN Convention on the Law of the Sea. Ibig sabihin, Maynila ang may karapatang mag-tulak, gumamit, at mamahala ng likas-yaman sa lugar.

Sa joint statement, pinagkasunduan ng gobyerno nina Marcos Jr. at Chinese President Xi Jinping na ipagpatuloy ang diskusyon sa oil and gas development sa "mas maagang panahon," bagay na inaasahang "pakikinabangan ng parehong panig." Bukod pa rito, titignan din ang kooperasyon sa solar power, wind energy, electric vehicles at nuclear energy para sa kuryente.

In-invoke din dito ang "Memorandum of Understanding on Cooperation on Oil and Gas Development between the Government of the People's Republic of China and the Government of the Republic of the Philippines" na nilagdaan noong 2018.

"Secretary Manalo assured Senator Francis Tolentino that updates would be provided on this matter," patuloy pa ng DFA.

Ang lahat ng ito ay nangyayari kahit na binanatan ni Defense Secretary Carlito Galvez noong nakaraang linggo ang pagpapadala ng Tsina ng 40 vessels sa paligid ng Pagasa Island, kabilang na ang isang People's Liberation Army Navy Ship.

Ilang buwan pa lang ang nakalilipas lang nang naging kontrobersyal ang "laser attack" ng Chinese Coast Guard sa Philippine Coast Guard sa Ayungin Shoal. Bukod pa ito sa daan-daang mga Chinese militia ships na nag-iikot sa West Philippine Sea nitong mga nagdaang taon.

Ilang beses nang sinasabi ng Estados Amerika na handa itong sumaklolo sa Pilipinas sa pamamagitan ng Mutual Defense Treaty kung sakaling magkaroon ng armadong kumprontasyon, ngunit ayaw pa itong i-invoke ni Marcos. — may mga ulat mula kay Kaycee Valmonte
