Economic sabotage sa rice smugglers giit ni Villar

MANILA, Philippines - Ikinagalak ni Senator Cynthia A. Villar ang pagsasampa ng mga kasong criminal laban kay David Bangayan alyas David Tan dahil senyales ito na seryoso ang pamahalaan sa kampanya laban sa rice smuggling at pagtugis sa lahat ng sangkot dito.

Subalit, dismayado rin ang senador dahil hindi nakasuhan ng economic sabotage ang nasabing rice smuggler.

“Economic sabotage would have been a hea­vier case with heavier penalties. It’s about time we enact a law clearly stating that rice smuggling constitutes econo­mic sabotage. We need harsher penalties for this act,” ani  Villar.

Inirekomenda ng National Bureau of Investigation (NBI) na sampahan si Bangayan ng kasong bid-fixing sa ilalim ng Republic Act 9184 o ang Government Procurement Reform Act, at “monopoly in restraint of trade” ng Revised Penal Code.

Aniya, ang penalty para sa monopoly ay pagkakabilanggo ng 6 na buwan hanggang dalawang taon o multa mula P200 - P6,000.

“The penalties provided in the law are too light, and won’t serve as deterrent to these acts,” dagdag ni Villar.

Inirekomenda rin ng NBI na imbestigahan sa katulad na kaso sina Judilyne Lim, Elizabeth Faustino, Eleanor Rodriguez at Leah Echeveria.

Sasampahan din sa Office of the Ombudsman ng hiwalay na reklamo sina dating National Food Authority Administrator Angelito Banayo at iba pang opisyal ng pamahalaan.  

Sa pagdinig ng Senate Committee on Agriculture and Food kung saan siya ang uupong chairperson, nabulgar na ginagamit ng rice traders ang farmer cooperatives bilang  dummies sa rice importation kaya nakokorner nila sa merkado ang suplay ng imported na bigas.
