Bidding ng LTO kinuwestiyon

MANILA, Philippines - Iminungkahi ng mga mambabatas sa Mindanao na imbestigahan “in aid of legislation” ang kuwestiyunableng bidding ng Land Transportation Office na magsu-suplay ng bagong driver’s license cards na nagkakahalaga ng P500 milyon.

Sa inihaing resolution 485, sinabi ng magkapatid na sina Cagayan de Oro City Rep. Rufus Rodriguez at Rep. Maximo Rodriguez ng Abante Mindanao, seryoso ang usapin at nangangailangan ng le­gislative inquiry.

Nabatid na lumapit sa Department of Transportation and Communications (DOTC) ang bidder na All Visuals and Lights System upang hilingin na siyasatin ang umano’y iregularidad sa bidding process partikular ang technical requirements na nakapaloob sa terms of reference (TOR).

“The TOR appears to “favor a specific supplier for a card printer, which is Toppan of Japan, because only its model, Visage CP400, meets the requirements - a clear violation of the Government Procurement Act or Republic Act 9184,” pahayag ng mga solon.

Nire-require din sa TOR na ang cards ay dapat gawa ng kumpanya na may experience sa high security bank notes at passports sa Pilipinas.

“That would limit the qualified supplier to only one – Arjowiggins of France, which now supplies security paper for the Bangko Sentral ng Pilipinas and the Department of Foreign Affairs,” nakasaad pa sa resolusyon.

Sinasabing bumuo ng samahan ang Arjowiggins at Topan at nakipag-partner umano sa Amalgamated Motors Philippines Inc. (Ampi), ang kasalukuyang card supplier ng LTO driver’s license, para sa bagong license cards.

Pinuna ng magkapatid na Rodriguez ang misteryosong kasunduan sa pagitan ng LTO at AMPI dahil noong 2003 pa umano na-expired ang kontrata ng AMPI sa LTO subalit patuloy pa rin daw itong nagsu-supply sa ahensiya ng mga card “ng walang kontrata” kung saan nagbayad ang LTO ng P3.5 billion sa AMPI sa loob ng 7 taon.
