Usec named OIC at DSWD
MANILA, Philippines - President Duterte has appointed Undersecretary Emmanuel Leyco as officer-in-charge of the Department of Social Welfare and Development (DSWD) following the rejection of Judy Taguiwalo as agency head last week.
“Mr. Leyco is not new to the DSWD. He is currently the undersecretary for finance and administration. We wish him all the best,” said China Jocson, assistant to presidential spokesman Ernesto Abella, over Radyo Pilipinas.
Prior to his appointment to the DSWD, Leyco was a professor of finance at the Asian Institute of Management. His expertise includes capital markets, financial risk management, public finance and macroeconomic forecasting.
He has a Bachelor of Arts degree from De La Salle University, Master of Arts from Colombia University and Master of Public Administration and Governance (specializing in public finance and policy) from Harvard University’s Kennedy School of Government.
Leyco previously headed the Credit Rating and Investors Services Philippines Inc., the Center for Legislative Development and the Health Policy Network.
He also worked as a credit rating specialist at Standard and Poor’s in New York, an assistant professor of public policy at Long Island University’s School of Business and Public Administration and lead analyst for federal health care financing system at New York City’s Health and Hospitals Corporation.
Meanwhile, Malacañang also announced that it has received the resignation letters of Bureau of Customs intelligence unit chief Neil Anthony Estrella and Import Assessment Services director Milo Maestrecampo.
However, Duterte has yet to act on the matter, days after he said in his speech that the entire BOC is “corrupt to the core.” He spared though its embattled chief Nicanor Faeldon from the expletives.
“We will update you of any development on the matter,” Jocson said.
