Win-win solution eyed at fireworks summit

MANILA, Philippines - Authorities are looking for solutions to challenges brought about by an executive order regulating the use of firecrackers and pyrotechnic devices.

The Philippine National Police-Firearms and Explosives Office is currently holding a two-day fireworks summit at Camp Crame to maximize the dissemination of information about EO 28, according to PNP-FEO director Senior Supt. Val de Leon.

“We partner with the Philippine Fireworks Association (PFA) as well as firecracker manufacturers and dealers in coming up with the implementing rules and regulations for the EO,” De Leon said.?The official said coming up with the IRR is a challenge, as it might surprise stakeholders of the industry.

He said the intent of the law is to have zero casualties and the use of firecrackers and pyrotechnic devices should be supervised by licensed individuals.

Firecracker manufacturers and dealers attended the opening of the summit yesterday.

The EO, signed recently by President Duterte, provides that firecrackers should be used only for community fireworks display to minimize if not avoid injuries and casualties.

While authorities admit that the use of firecrackers and pyrotechnic devices is a Filipino tradition, stricter laws must be enforced to regulate their use.

PFA president Jovenson Ong expressed support for EO 28, noting it can bring a “win-win solution” to the community.?   

“This is a win-win solution for the industry and individuals who use the product since the EO does not provide for a total firecracker ban,” Ong said.

Authorities said individuals could still use firecrackers, provided these are lighted in designated areas.

De Leon said they hope to finish the IRR within 30 days from the day Duterte signed the order. ?   

 “The EO was signed on June 20, so the IRR is likely to be finished by 20th of next month. We will not rush it so we can come up with a better quality output and avoid future amendments to it,” he said.  – With Ramon Efren Lazaro?
