Public utility firms urged to use computerized accounting systems

MANILA, Philippines — Public utility companies are invited to a seminar on “BIR Computerized Accounting System Compliance for Public Utility Companies” to help those having difficulty setting up, getting accreditation and running a successful computerized accounting system (CAS) in compliance with Bureau of Internal Revenue Regulation 2009-9. This program will provide guidance and assistance to public utility companies who are large taxpayers and medium-sized ones that are soon to be re-classified as large taxpayers.

This event is scheduled on Dec. 1 at Manila Marriot Hotel, Pasay City, and is applicable to those classified by the government as public utility companies including electric cooperatives and those others in the power generation, distribution and transmission, energy, gas, water distribution, telecoms, cable, and transportation companies.

Given the Duterte administration’s need for more funding for infrastructure, it has set its focus as one of its priorities to press on the compliance of public utility companies. BIR has reactivated the formation of a special task force CSET to intensify the monitoring and stricter enforcement of tax regulations. Attending this will help hurdle and solve one’s CAS issues and most importantly, prevent those dreaded BIR penalties. There is certainly bigger accountability for officials in government and GOCCs who are amiss with their government duties to comply on this issue. The lecture will include discussions on the regulations and rulings, presentation of the challenges of getting BIR CAS accreditation and how to prepare for the actual system demonstration required by the BIR.

The seminar will feature seasoned practitioner Bienvenido Constantino. His expertise include aligning medium to large taxpayers’ IT-based accounting systems to comply with all the BIR regulations. He is the founder and managing director of Helix Software Technologies, an Australian IT firm specializing in cloud technologies designed for SME, large enterprises as well as for GOCCs, national government agencies and LGUs. His extensive experience include having worked as IT project director of World Bank projects with the Commission on Audit and the Department of Energy as well as in various USAID initiatives.
