(The street got its old name from Father Miguel Nellas Carmelo,  a curate of the church in Parian in 1860, who was later assigned to the Cebu Metropolitan Cathedral and then as secretary of the bishop of Cebu. Fr. Carmelo wrote religious books and novenas. Carmelo Street, during the Spanish occupation, was then called "Calle Luisa." The Cebu City Council, on May 15, 1962, on the motion of Councilor Eulogio E. Borres, enacted City Ordinance No. 378 renaming "Carmelo Street" to Congressman Pedro Lopez.)
